Matthew has worked with HMF-Cityplan since 2002 and holds tertiary qualifications in both land surveying and town planning. Matthew's experience covers land surveying projects, town planning matters, permit applications, project coordination and property development. In his time at HMF-Cityplan Matthew has managed projects varying in scale and complexity from residential developments, redevelopment of sporting stadiums, industrial and residential subdivisions and planning scheme amendments. As CEO of HMF-Cityplan, Matthew provides leadership and direction for our team to ensure the company maintains and grows its reputation as an innovative and reliable professional practice. Matthew is responsible for overseeing all aspects of the business.

Michael Byrne

Michael joined HMF-Cityplan in 2008. After graduating from the University of Melbourne in 2002, Michael worked in a North Queensland surveying and town planning practice for five years. There he progressed to the position of office manager, senior surveyor and obtained a Queensland Surveyor Registration with a cadastral endorsement. As COO of HMF-Cityplan, Michael is responsible for overseeing the business' operations, marketing and management system.

Michael is a Licensed Surveyor in Victoria and a member of the Surveying & Spatial Sciences Institute.

Ray Earls

Ray has over 25 years experience in the Surveying industry including 22 years with HMF-Cityplan. His experience covers a wide variety of surveying disciplines as a Licensed Surveyor including the operation and management of large scale feature surveys as well as cadastral surveys for amendment of title, adverse possession claims, road closures and subdivisions. His speciality being the management of medium to high density multi staged building subdivisions with associated owner's corporations - this includes major projects in Melbourne's CBD, Southbank and Docklands.

Ray is a member of the Institute of Surveyors, Victoria.

Colin Tissear

Colin has 35 years Management experience in servicing client's needs. He has strong liaison skills with co-consultants and local and state authorities, together with internal strategic administration input. Colin also has a keen interest in both present and historically relevant legislation.

Kate Morrison

Financial Controller

Kate Morrison is our Financial Controller with a strong interest in our human resource planning. Kate has been with HMF-Cityplan for nine years and her role has developed over that time. Kate's responsibilities include the management of all facets of our financial responsibilities, and she is increasingly involved in the development of our staff. Kate is currently studying Behavioural Science and Human Resource Management at Australian Catholic University on a part time basis. She works both in the office and remotely (from home) and is an integral part of our team at HMF-Cityplan.

Craig Smith

Craig comes from a multidisciplinary tertiary and industry background in town planning, property development, property consultancy and commercial & industrial agency. An understanding of interrelating property disciplines gives Craig the ability to approach problem solving from multiple perspectives. Craig is responsible for town planning matters including planning assessments, advice, applications and VCAT appeals and development management matters including development feasibility analysis and project co-ordination.

Kellinde Chester

Kellinde has over two years experience in private consultancy as a Town Planner and has recently completed a Diploma in Town Planning. She hopes to commence the degree component in 2010. Kellinde's career began in East Gippsland where she gained experience in subdivision and medium density development, which in turn gave her a strong skill base for dealing with Cultural Heritage, Native Vegetation and Coastal Sea Level Rise issues. Kellinde has recently joined the HMF team and is responsible for a wide range of planning projects and for the internal operations of the HMF team.

Mark has been a senior surveyor with HMF-Cityplan for the past four years. After graduating in 2002 Mark joined Melbourne Water where he worked with developers, councils, consultants and other stakeholders in the fields of land information and town planning. At HMF-Cityplan Mark is now responsible for the operation and coordination of large-scale mapping and infrastructure projects and cadastral surveys.

Mark is a member of the Institute of Surveyors.

Jesse Gelfand

Jesse has been a senior surveyor with HMF-Cityplan for the past four years. He has worked closely with developers, councils, consultants and other stakeholders in the fields of land information and town planning. This has resulted in the development of strong, binding relationships based on quality, understanding and attention to detail. Jesse is now responsible for the operation and coordination of rural and urban cadastral surveys for subdivisions and development.

Andrew Powell

Andrew is a recent addition to the Hellier McFarland-Cityplan team and brings with him experience in both rural and urban surveying. Andrew graduated in surveying from RMIT in 2007 and is currently in the process of obtaining registration as a Licensed Surveyor in Victoria. At HMF-Cityplan, Andrew is responsible for a variety of surveys including title re-establishment, subdivision and feature and level surveys.

Steven Sheppard

Steven joined HMF after graduating from RMIT in 2009. Throughout the past six years working and studying in the surveying industry he has worked in a variety of roles from surveying assistant for rural and urban re-establishments through to geodetic surveying. Steven is beginning the process to obtain registration as a Licensed Surveyor.
