Matthew has worked with HMF-Cityplan since 2002 and holds tertiary qualifications in both land surveying and town planning. Matthew's experience covers land surveying projects, town planning matters, permit applications, project coordination and property development. In his time at HMF-Cityplan Matthew has managed projects varying in scale and complexity from residential developments, redevelopment of sporting stadiums, industrial and residential subdivisions and planning scheme amendments. As CEO of HMF-Cityplan, Matthew provides leadership and direction for our team to ensure the company maintains and grows its reputation as an innovative and reliable professional practice. Matthew is responsible for overseeing all aspects of the business.
Michael Byrne
Operations Manager
Licensed Surveyor, B.GeomEng(Hons) (Melb)
Michael joined HMF-Cityplan in 2008. After graduating from the University of Melbourne in 2002, Michael worked in a North Queensland surveying and town planning practice for five years. There he progressed to the position of office manager, senior surveyor and obtained a Queensland Surveyor Registration with a cadastral endorsement. As COO of HMF-Cityplan, Michael is responsible for overseeing the business' operations, marketing and management system.
Michael is a Licensed Surveyor in Victoria and a member of the Surveying & Spatial Sciences Institute.
Stuart McFarland
Principal
Bachelor of Applied Science (Surveying)
Stuart has over 20 years experience in the industry. His experience includes subdivision design, negotiations with local and government authorities, property surveys and building subdivision.
Stuart has been Chairman of the Association of Consulting Surveyors Victoria and Australia.
Ray Earls
Survey Group Manager
Licensed Surveyor, B.Surv. (Melb), M.I.S (Vic)
Ray has over 25 years experience in the Surveying industry including 22 years with HMF-Cityplan. His experience covers a wide variety of surveying disciplines as a Licensed Surveyor including the operation and management of large scale feature surveys as well as cadastral surveys for amendment of title, adverse possession claims, road closures and subdivisions. His speciality being the management of medium to high density multi staged building subdivisions with associated owner's corporations - this includes major projects in Melbourne's CBD, Southbank and Docklands.
Ray is a member of the Institute of Surveyors, Victoria.
Ofer Fridberg
Town Planning Manager
M.Sc Urban and Regional Planning (Israel Institute of Technology), B.Arts Geography (cum laude) (Tel-Aviv University)
Ofer joined HMF-Cityplan in January 2011 and holds tertiary qualifications in Town Planning. Ofer has over 15 years experience in the town and regional planning field and has gained comprehensive international and Australian Experience. Ofer is involved extensively with statutory planning, spatial and land-use planning, development and assessment of strategic planning alternatives, environmental planning and tourism planning.
At HMF-Cityplan, Ofer's responsibilities include management of the Statutory and strategic Planning Department, as well as coordinating planning scheme amendments, development plans and planning permit applications for development and subdivision.
Colin Tissear
Subdivision Manager
Colin has 35 years Management experience in servicing client's needs. He has strong liaison skills with co-consultants and local and state authorities, together with internal strategic administration input. Colin also has a keen interest in both present and historically relevant legislation.
Kate Morrison
Financial Controller
Degree in Behavioural Science and Human Resource Management (ACU)
Kate Morrison is our Financial Controller with a strong interest in our human resource planning. Kate has been with HMF-Cityplan for nine years and her role has developed over that time. Kate's responsibilities include the management of all facets of our financial responsibilities, and she is increasingly involved in the development of our staff. Kate has recently completed her Degree in Behavioural Science and Human Resource Management at Australian Catholic University. She works both in the office and remotely (from home) and is an integral part of our team at HMF-Cityplan.
Mark Howley
Senior Surveyor
Bachelor Geomatric Engineering (Melb)
Mark has been a senior surveyor with HMF-Cityplan since October 2005. After graduating in 2002 Mark joined Melbourne Water where he worked with developers, councils, consultants and other stakeholders in the fields of land information and town planning. At HMF-Cityplan Mark is now responsible for the operation and coordination of large-scale mapping and infrastructure projects and cadastral surveys.
Mark is a member of the Institute of Surveyors.
Julie Higgins
Senior Town Planner
Bachelor of Applied Science (Planning) (RMIT)
Julie joined HMF-Cityplan in November 2010. Julie has had in excess of 20 years experience working for a variety of private and public planning departments including local Councils.
Julie has also consulted for a large number of City Councils over her extensive career and brings a wealth of knowledge to the HMF-Cityplan Team.
At HMF-Cityplan, Julie's responsibilities include planning scheme amendments, development plans and planning permit applications for development and subdivision within the Statutory and strategic Planning Department.
Jesse Gelfand
Senior Surveyor

Jesse has been a senior surveyor with HMF-Cityplan since February 2006. He has worked closely with developers, councils, consultants and other stakeholders in the fields of land information and town planning. This has resulted in the development of strong, binding relationships based on quality, understanding and attention to detail. Jesse also assists with the operation and coordination of rural and urban cadastral surveys for subdivisions and development.
Andrew Powell
Surveyor
Bachelor of Applied Science (Surveying) (RMIT)
Andrew joined HMF-Cityplan in June 2009 and brought with him experience in both rural and urban surveying. Andrew graduated in Surveying from RMIT in 2007 and is currently in the process of obtaining registration as a Licensed Surveyor in Victoria. At HMF-Cityplan Andrew is responsible for a number of surveys including feature and level surveys, engineering and assisting with cadastral surveys.
Shannon Storey
Office Manager
Shannon joined HMF-Cityplan in January 2011 and has extensive experience as an Executive Assistant in numerous fields. She has previous experience as a Conveyancing Clerk, working with a number of property developers on major subdivisions in the Goldfields Area.
Shannon co-ordinates and implements office operations and procedures in order to ensure effectiveness and efficiency. Shannon is currently studying her Certificate IV in Business.
Matthew Werner
Senior Draftsperson
Diploma of Applied Science (Architectural Drafting)
Matthew joined HMF-Cityplan in 2010 and has had almost 10 years experience in the Surveying Industry including 2 years as a Mining Surveyor and 3 years Cadastral Surveying in Vancouver and British Columbia, Canada.
Matthew has been working as a Survey Draftsman for the past three and a half years and is responsible for survey plans & documentation. Matthew's skills are utilised across our Town Planning and Land Surveying Groups, covering many forms of design, drafting and project management.
Len Martin
Senior Draftsperson
Diploma of Applied Science (Architectural Drafting)
Len has been a team member at HMF-Cityplan for over 15 years and has over 50 years experience as a Survey Draftsman. Before joining HMF-Cityplan, Len worked for Land Registry for 35 years where he examined Plans of Subdivision and Consolidation and amended Adverse Possession Applications under the Operation of Transfer of Land Act.
At HMF-Cityplan Len prepares Plans of Survey and Plans of Subdivision which include major projects in Melbourne's CBD, Docklands and South Yarra
Luke Webb

Luke started working at HMF-Cityplan in 2003. Suring this time he has completed his degree in Property and Valuations at RMIT. Luke is responsible for various types of survey work including feature and level, engineering set-out and assisting cadastral surveys.

Steven Sheppard

Steven joined HMF after graduating from RMIT in 2009. Throughout the past six years working and studying in the surveying industry he has worked in a variety of roles from surveying assistant for rural and urban re-establishments through to geodetic surveying. Steven is beginning the process to obtain registration as a Licensed Surveyor.

Bridget Champion
Town Planner
Bachelor Applied Science (Planning) (RMIT)
Bridget recently completed her fourth year as a planning student at RMIT University. Bridget worked as a Student Statutory Planner throughout her final year of University at the City of Greater Geelong and progressed to a Statutory Planner after completing her work-placement position.
Bridget's role at HMF as a town planner involves a broad range of statutory planning related matters, including managing planning applications, ResCode assessments, feasibility reports and research.
